Use this when everyone already agrees on what to do, and it still is not happening. The tree turns a wall of reasons why not into a sequence of things to achieve.
Obstacles are welcome here. In most meetings they are treated as negativity, which just teaches people to keep them quiet until the plan fails. Here they are the raw material.
What you are trying to achieve. Be specific enough that you would know when it is done.
Obstacles, and the intermediate objective each one becomes
Write the obstacle as it really is. Then write the condition that would have to exist for it to stop mattering. That second column is the intermediate objective, and it is the actual work.
Your sequence
Read down. If a step could not actually be done before the one above it, move it.
